PhD in Pedagogy, specialty 07.00.08 – Book Science, Library Science, Bibliography, 1998; Associate Professor, Honored Worker of Culture of Ukraine.
Dissertation topic: "Functioning and Organization of the Professional Development System for Library Staff in Ukraine."

- 1983–1987 – Editor, Bibliographer, State Public Scientific and Technical Library of the USSR
- 1989–2006 – Methodologist, Senior Lecturer, Associate Professor, Professor at the State Academy of Managerial Staff of Culture and Arts (now the National Academy of Managerial Staff of Culture and Arts)
- 2006–2007 – Deputy Director of the Department of Arts and Regional Policy, Head of the Department for Analysis and Forecasting of Library Activities, Ministry of Culture and Tourism of Ukraine
- July 2007 – August 2015 – Director of the Institute of Postgraduate Education and, concurrently, Professor at the Department of Theory, History and Practice of Culture (2007–2013); Professor at the Department of Library Science and Information Communications (2013–2015)

Teaches Master’s Degree Students in the program "Cross-Cultural Management" (specialty "028 Management of Socio-Cultural Activities") the course "Socio-Cultural Partnership in the Context of Global and Local Conflicts."

GENERAL INFORMATION
The Center for Professional Development at the National Academy of Managerial Staff of Culture and Arts offers educational services for the professional development of staff from various cultural institutions in Ukraine – theaters, museums, cultural service centers in local communities, libraries, art schools, and institutions of specialized pre-tertiary and higher art education.
The Center’s activities focus on the development of professional competencies among cultural workers, acquisition by students of integral, general, and specialized competencies, the use of information and digital technologies in cultural institutions, language, digital, communication, inclusive, emotional, and ethical competencies, as well as managerial competence for heads of cultural institutions and their deputies.
Professional development at the Academy is aimed at finding solutions to practical and applied problems through updating theoretical knowledge, studying legislative and regulatory documents, researching effective practices and innovative experiences, and, in general, fostering the need for continuous professional self-education and motivation for self-development.
Professors, associate professors, and lecturers from all Academy departments, as well as leading scientists, practitioners, and cultural figures of Ukraine, are involved in the professional development process.
During lectures and practical classes, round tables and discussions, production and innovation games, and trainings, participants gain unique knowledge, practical skills, and adopt best practices from their colleagues.
Upon completion of the training, participants receive a Certificate of Professional Development (technical description, design, production method, procedure for issuance and record-keeping approved by the Academic Council, protocol dated December 18, 2023, amended by protocol No. 9 dated February 6, 2025).
Starting from January 1, 2025, educational services are provided on a contractual basis (for legal entities and individuals) in accordance with the regulations of the Cabinet of Ministers of Ukraine "On Approval of the List of Paid Services That May Be Provided by Educational Institutions, Other Institutions, and Educational System Organizations Belonging to State and Municipal Forms of Ownership."
