About the Academy

National Academy of Culture and Arts Management

The National Academy of Culture and Arts Management is a leading educational institution in Kyiv, providing higher education, retraining, and advanced professional development for specialists in the field of culture and arts.


Historical Overview

By the Resolution of the Council of Ministers of the USSR dated October 10, 1969, No. 808 "On the System for Improving the Qualifications of Culture Workers", the paths for solving the problem of enhancing the qualifications of management staff and specialists in the cultural and artistic sphere were defined.
By the Resolution of the Council of Ministers of the Ukrainian SSR dated January 29, 1970, No. 53 "On Improving the Qualifications of Culture Workers", the Institute for Advanced Training of Culture Workers of the Ministry of Culture of the Ukrainian SSR was established.
In 1998, based on this institute, the State Academy of Culture and Arts Management was created (Resolution of the Cabinet of Ministers of Ukraine "On the Establishment of the State Academy of Culture and Arts Management in Kyiv" dated 31.08.1998 No. 1358; Order of the Ministry of Culture and Arts dated 21.09.1996 No. 395).
Taking into account the national and international recognition of the results of its activities and its significant contribution to the development of national education and science, in 2010 the Academy was granted the status of "National" (Decree of the President of Ukraine dated January 12, 2010, No. 13/2010).


Leadership

From 1985 to 2022, the Academy was headed by Dr. Vasyl Hnatovych Chernetz, Doctor of Philosophy, Professor, Honored Worker of Education of Ukraine. He is a member of the Board of the Ministry of Culture and Information Policy of Ukraine, laureate of the State Prize of Ukraine in Science and Technology, academician of the Academy of Higher Education of Ukraine, member of the National Union of Journalists of Ukraine, and Honorary Academician of the Academy of Arts of Ukraine.

Since 2022, the position of Acting Rector has been held by Dr. Olha Rafailivna Kopievska, Doctor of Cultural Studies, Professor, Honored Worker of Education of Ukraine. She leads the scientific and methodological commission for the development of higher education standards in the field of knowledge 02 "Culture and Art", sector of higher education of the Scientific and Methodological Council of the Ministry of Education and Science of Ukraine. She is also a member of the scientific and methodological sub-commission for the development of higher education standards in specialty 028 "Management of Socio-Cultural Activities", and an expert at the National Agency for Higher Education Quality Assurance.

In 2024, the Academy saw a change in leadership. According to the order of the Ministry of Culture and Information Policy of Ukraine dated 22.12.2023 No. 793-k, Valerii Vitaliiovych Marchenko was appointed Acting Rector of the Academy. Valerii Vitaliiovych Marchenko is an Honored Art Worker of Ukraine, Professor, Doctor of Philosophy, Candidate of Art History, Composer, and Arranger.

On June 18, 2024, the elections for the Rector of the National Academy of Culture and Arts Management were held. As a result, Valerii Vitaliiovych Marchenko was elected Rector of the Academy.

Rector of the National Academy of Managerial Staff of Culture and Arts, Professor, Doctor of Philosophy, Candidate of Art Studies, Honoured Art Worker of Ukraine, Chevalier of the Ordre des Arts et des Lettres (France), Honorary Senator of the Vienna Beethoven Conservatory (VBK).

Composer, scholar and institutional leader — a person for whom arts education is not an administrative function, but a personal mission. Under his leadership, the Academy has reached a new level of international partnership and institutional development.


Educational Activities

Currently, the Academy offers programs at the Bachelor’s, Master’s, and Doctor of Philosophy levels.

The Academy includes the following structural units:

The Academy has postgraduate and doctoral studies.
At the Doctor of Philosophy (PhD) level, training is offered in the following fields:

  • 029 “Information, Library, and Archival Studies”;

  • 032 “History and Archaeology”;

  • 034 “Cultural Studies”.

At the Doctor of Sciences level, training is available in:

Scientific Research

The Academy conducts scientific research under state-funded programs registered with the Ukrainian Institute of Scientific and Technical Expertise and Information (UkrISTEI):

  1. Research topic: "Urban Environment Design in the Context of Active Urbanization and General Cultural Processes" (State Registration No.: 0118U100020). Duration: 2018–2025.

  2. Research topic: "Current Problems of Musical Art: Theoretical, Historical, and Practical Aspects" (State Registration No.: 0123U105312). Duration: 2023–2028.

  3. Research topic: "Theoretical and Applied Aspects in Information, Library, and Archival Studies" (State Registration No.: 0120U105691). Duration: 2021–2025.

  4. Research topic: "Current Issues in Theoretical and Practical Cultural Studies" (State Registration No.: 0120U105692). Duration: 2021–2025.


International Cooperation

Since 2019, the Academy has participated in the Erasmus+ project "Academic Response to Hybrid Threats – WARN / 610133-EPP-1-2019-1-FI-EPPKA2-CBHE-JP".
This cooperation project aims to develop innovation and exchange best practices in higher education and foster cooperation between EU member states and partner countries within the Erasmus+ program.

The project’s objective is to enhance national security and address the shortage of security services caused by hybrid threats. The main outcome is the adaptation of educational programs in 7 fields and the development of courses on countering hybrid threats for lifelong learning.

By decision of the Academic Council of the Academy dated June 20, 2024 (Protocol No. 14) and based on a quadrilateral cooperation agreement between the Academy, the Charitable Organization "Institute of Women’s Public Diplomacy of Ukraine", the NGO "Territory of Women", and the Charitable Association "European Institute of Cooperation" dated May 28, 2024, our representative office was officially opened in Antwerp.

The representative office functions as a separate structural unit of the National Academy of Culture and Arts Management and does not have the status of a legal entity, operating under regulations approved by the Academic Council of the Academy. Its main goal is to preserve the cultural and educational connection of Ukrainian citizens with their homeland, particularly for those temporarily residing abroad.

In line with the policy of the President of Ukraine, we strive to provide Ukrainians temporarily living outside the country with access to Ukrainian education, culture, and information space. In this regard, our representative office in Antwerp organizes an admission campaign for applicants from Ukraine. The Academy continues to work on expanding its network of representative offices throughout Europe.

In 2024, the National Academy of Culture and Arts Management joined ELIA – the European League of Institutes of the Arts, and was also selected to participate in the UAx project, launched thanks to the collaboration between the Abakanowicz Arts and Culture Charitable Foundation (AACCF) and ELIA.
The UAx platform is an initiative of ELIA, a global network representing over 300,000 students from 285 arts universities in 52 countries.

UAx is dedicated to supporting Ukrainian students in the arts affected by the war and aims to strengthen the resilience of higher art education institutions during crises and recovery.

By joining the UAx Platform, the Academy became part of the UAx Network of Twin Schools, which enhances ties between Ukrainian institutions and the ELIA network across Europe and beyond.

Academy students will be able to participate in the UAx Abakanowicz Scholarship Program in 2025, receiving scholarships, mutual mentorship, and joining the active UAx community to support learning in Ukraine.

In addition to traditional partnerships with universities and cultural institutions, the Academy actively collaborates with Ukrainian embassies abroad and foreign embassies in Ukraine, creating new opportunities for implementing cultural and educational initiatives at a global level.
